Previously, Westcott held positions at Fortune 500 companies such as Fiserv and First Data, where he designed compliance programs and regulatory processes for financial institutions and fintech service providers in the gaming industry. Westcott began his professional journey in the gaming industry gaining leadership experience at Caesars Entertainment, Osage Casinos and Isle of Capri Casinos.

His gambling career began at Jumer's Casino & Hotel, now part of Bally's Quad Cities. Barlow has over ten years of experience establishing and overseeing strategic gaming and corporate social responsibility initiatives within the gaming industry. Prior to joining Bally's, Barlow led the development and execution of corporate social responsibility initiatives by Rush Street Interactive, focuses on strategic gameplay.

Barlow is a former chair and member of the Diversity, Equity and Inclusion Committee for Women in Sport. In addition, Barlow is an active member of several committees, including the Massachusetts Council on Gaming and Health and African Americans in Gaming.
