自2023年3月22日起，台灣菸害防制法修正後，禁菸年齡從未滿18歲提高至未滿20歲。國民健康署委託消基會進行「喬裝測試」，讓年滿20歲的工讀生穿著高中職學生制服，檢查商家是否主動確認加熱菸購買者的年齡並要求出示證件。
