How can ordinary citizens hold leaders accountable?

Holding leaders accountable in Nigeria is a continuous and often challenging process, given the deep-rooted issues of corruption, impunity, and a historical lack of transparency.

However, ordinary citizens have various avenues to exert pressure and demand better governance.

Here's how ordinary citizens can hold leaders accountable:

1. Active Participation in Elections and Electoral Reforms:

Informed Voting: Citizens must educate themselves about candidates, their track records, manifestos, and integrity before elections. Voting based on competence and verifiable promises, rather than ethno-religious or monetary inducements, is crucial.

Protecting the Vote: Actively participating in the electoral process, from voter registration to staying at polling units to ensure votes are counted and results are transparently announced (e.g., through parallel vote tabulation), helps to safeguard the integrity of elections.

Advocacy for Electoral Reforms: Supporting civil society organizations (CSOs) that advocate for stronger electoral laws, independent electoral bodies (INEC), and judicial reforms to ensure electoral offenders are punished.

2. Leveraging the Power of Information and Media:

Freedom of Information Act (FOIA): The FOIA (2011) empowers citizens to request public records and information from government agencies. Citizens can use this tool to scrutinize public spending, contract details, and policy implementations.

Investigative Journalism: Supporting and demanding more investigative journalism from traditional media outlets (newspapers, TV, radio) that expose corruption and mismanagement. Citizens can act as whistleblowers.

Social Media and Digital Activism: Platforms like Twitter (X), Facebook, Instagram, and WhatsApp have become powerful tools for collective action. Citizens can: * Share information and raise awareness about governance issues. * Organize campaigns (e.g., #EndSARS, #FixOurRoads, #BudgetTracking). * Directly engage with leaders (though responses vary). * Document evidence of corruption or poor service delivery.

Budget Tracking: Citizens, often with support from CSOs like BudgIT, can monitor how public funds are allocated and spent in their communities, holding local and state governments accountable for project execution.

3. Strengthening Civil Society Organizations (CSOs) and Pressure Groups:

Support and Participation: Join or support credible CSOs, non-governmental organizations (NGOs), community-based organizations (CBOs), professional bodies (e.g., Nigerian Bar Association, Nigerian Medical Association), and labor unions. These organizations often have the expertise, networks, and resources to: * Conduct advocacy and lobbying. * Monitor government activities. * Provide legal aid. * Mobilize public opinion. * Push for policy reforms.

Collective Action and Protests: Peaceful protests and demonstrations, when well-organized and focused, can be effective in drawing attention to grievances and compelling leaders to act. The #EndSARS movement demonstrated the power of youth-led collective action.

4. Community-Level Engagement and Traditional Institutions:

Town Hall Meetings: Actively participate in town hall meetings, constituency briefings, and community gatherings organized by elected representatives. This allows citizens to voice concerns directly and demand accountability for constituency projects and issues.

Traditional Leaders: Engage traditional rulers and community elders, who often hold significant moral authority, to mediate local disputes and advocate for community interests with government officials.

Community Development Associations (CDAs): Support and participate in CDAs, which can collectively address local issues and hold local government officials accountable for service delivery in their areas.

5. Legal and Judicial Avenues:

Public Interest Litigation: Citizens or CSOs can file lawsuits in courts to challenge government decisions, seek redress for human rights abuses, or compel adherence to laws (e.g., FOIA requests).

Petitions: Citizens can submit formal petitions to legislative bodies (National Assembly, State Houses of Assembly) or relevant government agencies regarding grievances or demands for action.

Whistleblowing: Utilizing whistleblower policies to expose corruption within public institutions, with legal protections where available.

6. Ethical Reorientation and Demand for Meritocracy:

Personal Integrity: Practicing personal integrity in daily life (e.g., not offering or accepting bribes for services) helps to gradually shift societal norms and create a culture that values honesty.

Rejecting Patronage: Actively rejecting and speaking out against nepotism, favouritism, and the "godfather" system in public appointments and opportunities. Demand that positions be filled based on merit and competence.

Civic Education: Promote and participate in civic education initiatives that raise awareness about citizens' rights, responsibilities, and the importance of accountability for democratic governance.

Challenges and the Way Forward:

It's important to acknowledge significant obstacles:

  • Political Intimidation and Harassment: Citizens, activists, and journalists often face harassment, threats, and arbitrary arrests for speaking out against corruption or criticizing the government.

  • Weak Rule of Law: The inconsistency and perceived corruption within the justice system can deter citizens from seeking legal redress.

  • Poverty and Illiteracy: Economic hardship can make citizens vulnerable to inducement (e.g., vote-buying), and illiteracy can limit access to information and understanding of accountability mechanisms.

Despite these challenges, the continuous and collective effort of ordinary Nigerians using these multifaceted approaches is essential for fostering a more transparent, accountable, and responsive leadership.
