  • "Yarn-Forward" Policy: Implement a policy where all textile products must use locally sourced yarn and fabric to qualify for certain government benefits or to avoid import tariffs. This incentivizes the development of a domestic supply chain for raw materials like cotton and synthetic fibers.

  • Invest in Technology: Provide tax breaks, subsidies, or low-interest loans for local textile firms to purchase modern machinery and technology. This improves efficiency and quality, enabling them to compete with mass-produced imports.

Replacing electronics imports is a long-term goal that requires building a foundation for innovation and assembly.

  • Assembly and "Last-Mile" Manufacturing: Start with the simplest part of the value chain: the assembly of finished products from imported components. This allows for the immediate creation of jobs and the transfer of technical knowledge.

  • Targeted Investment: Provide incentives for local and international companies to set up assembly plants for consumer electronics like phones, laptops, and solar panels. This can include tax holidays, free land, or grants.

  • Develop a Component Supply Chain: Over time, gradually increase the local content requirement. This forces companies to start sourcing simple components like plastics, casings, and wires from local suppliers, thereby fostering a domestic supply chain.

  • Foster Innovation Ecosystems: Create technology parks and innovation hubs where young entrepreneurs can develop and prototype new electronic products. Fund research and development in areas where the country has a potential advantage.

Agriculture 

Agriculture is a key sector for import substitution, but it requires a focus on both production and processing.

  • Improve Farm Productivity: Provide farmers with access to modern agricultural inputs like high-yield seeds, fertilizers, and efficient irrigation technology. Offer training on sustainable farming practices to increase yields and reduce post-harvest losses.

  • Invest in Agro-Processing: Subsidize or offer tax incentives for the construction of food processing plants. This allows for the local production of goods like canned foods, juices, and flour, which are often imported as finished products.

  • Support Small Farmers: Create farmer cooperatives and provide them with fair access to markets and distribution networks. This helps small-scale farmers compete with large foreign conglomerates and provides a reliable supply for local processors.

  • "Buy Local" Campaigns: Launch public awareness campaigns to encourage consumers to buy locally grown and processed food. The government should also prioritize local procurement for public institutions like schools, hospitals, and the military to create a stable market for local producers.
