Indian Armed Forces Under the Lens: Are they Ready for the Next War?

The Indian Armed Forces are making significant strides toward modernizing their military capabilities, but they also face considerable challenges.

While the country has demonstrated increased self-reliance in defense production and is adopting new technologies, systemic issues like bureaucratic delays, an insufficient defense budget, and a lack of integrated strategy could hinder their readiness for a future conflict.

Modernization and Preparedness-

The Indian Armed Forces are actively pursuing a "whole-of-nation" approach to defense, emphasizing the integration of technology, civil readiness, and public participation. Recent military operations and exercises demonstrate a shift towards modern, unconventional tactics.

  • Technological Advancement: India is focusing on next-generation warfare, with a strong emphasis on unmanned aerial systems (UAS), cyber warfare, and electronic warfare. The indigenous development of technologies like the Integrated Air Command and Control System (IACCS) and the Akashteer defense control system shows a move toward network-centric warfare. The army is also incorporating drones into its infantry and artillery units to enhance battlefield awareness and target acquisition.

  • Indigenization and Self-Reliance: As part of the "Atmanirbhar Bharat" (Self-Reliant India) mission, there's a concerted effort to reduce dependence on foreign imports. The defense export sector has hit a record high, with the private sector playing a significant role. Initiatives like Innovations for Defence Excellence (iDEX) are fostering collaboration with startups and small-to-medium enterprises (MSMEs) to innovate in the defense sector.

  • Restructuring and Doctrines: The Indian Army is reorganizing its combat units to enhance operational efficiency. New all-arms brigades and specialized commandos are being established to conduct proactive, cross-border incursions. New doctrines for cyberspace and amphibious operations are also being adopted to address multi-domain threats. The military conducts frequent joint exercises with other countries, like the U.S. and Russia, to improve combat readiness and strategic coordination.

Significant Challenges-

Despite these positive developments, several long-standing issues pose a threat to the Indian military's readiness.

  • Budgetary Constraints: While India has one of the world's largest defense budgets, a significant portion is spent on salaries and pensions, leaving inadequate funds for modernization and research and development (R&D). The defense budget as a percentage of GDP has consistently been below the recommended level, which could impact the acquisition of advanced weapon systems.

  • Bureaucratic Hurdles and Procurement Delays: A key challenge is the slow and inefficient defense procurement process. Long delays between contract approvals and equipment delivery hinder the armed forces' ability to acquire the latest technology in a timely manner. This bureaucratic friction also contributes to a lack of political guidance and unity of purpose in military modernization.

  • Inter-Service Integration: Despite the creation of the Chief of Defence Staff (CDS), a lack of integrated command structure and a tendency for the three services—Army, Navy, and Air Force—to operate in silos remain a challenge. The delay in establishing Integrated Theatre Commands highlights coordination shortfalls, which could be detrimental in a multi-front conflict.

  • Technological Gaps: India still faces limitations in developing high-end defense technologies and remains one of the world's largest importers of military hardware. While indigenization is a priority, a large portion of the procurement budget is still allocated to imports, indicating persistent technological gaps.

  • Personnel and Morale: Issues such as high operational stress, separation from families, and a lack of adequate mental health support have led to a silent crisis within the armed forces, evidenced by a rise in suicide and fratricide rates. These factors can severely impact the morale and effectiveness of troops.
