India should be building more stealth submarines to address its most immediate and pressing naval security needs, but should not abandon its aircraft carrier ambitions entirely.

The debate is less of an "either-or" and more a question of strategic prioritization and resource allocation for a navy with limited resources.

The Case for Submarines: The Silent Urgency-

The Indian Navy faces a critical and immediate threat from its aging conventional submarine fleet, which is far below its sanctioned strength. The majority of its fleet is of Russian-origin and nearing the end of its service life.

  • Sea Denial: Submarines are the most effective platform for a sea denial strategy. They are a stealthy and potent deterrent, capable of operating undetected for long periods and threatening high-value enemy assets, including aircraft carriers.

  • Cost-Effectiveness: Building and operating a fleet of submarines is significantly cheaper than an aircraft carrier battle group. For a resource-constrained navy, this is a major factor. The money saved from a third carrier could fund a large portion of the stalled Project 75I program to build six new submarines.

  • The Chinese Threat: The Chinese Navy (PLAN) is a rapidly expanding force, and its growing presence in the Indian Ocean Region (IOR) is India's primary security challenge. A large fleet of modern, stealth submarines with Air-Independent Propulsion (AIP) would be a highly effective, asymmetric counter to China's surface fleet.

The Case for Aircraft Carriers: The Blue-Water Ambition-

Aircraft carriers are the centerpiece of a sea control and power projection doctrine. They are mobile airbases that allow a navy to project power over vast distances and secure sea lines of communication.

  • Power Projection: As an aspiring global power, India needs the ability to project force far beyond its coast. An aircraft carrier battle group allows it to do so, providing a credible deterrent and a visible "show of flag" to protect its interests and influence global events.

  • Air Superiority at Sea: A carrier provides organic air power, which is crucial for gaining air superiority over a theater of operations, protecting the fleet, and conducting offensive air and land-attack missions.

  • Indigenous Capability: The successful commissioning of INS Vikrant was a landmark achievement. It demonstrated India's capability to design and build its own aircraft carriers, a feat few nations have accomplished. Abandoning this program would mean losing this hard-won industrial and technological expertise.

The Verdict: A Balanced Approach is Best-

The "Carriers vs. Submarines" debate isn't a simple choice. The Indian Navy needs both. A balanced fleet of surface warships, submarines, and air assets is essential to address the complex security threats it faces. However, a pragmatic approach would prioritize the most urgent needs.

  • Immediate Priority: The immediate priority should be to fast-track the submarine procurement programs, particularly Project 75I, to replace the aging fleet and address the critical force-level shortfall.

  • Long-Term Goal: The third aircraft carrier should be a long-term goal, pursued after the submarine crisis has been resolved. This would ensure that the navy's foundation is sound before it invests in a highly visible, but potentially vulnerable, platform.

In conclusion, while a third aircraft carrier is a symbol of India's "blue-water" ambition, a robust and modern stealth submarine fleet is a more pressing need for securing India's immediate maritime interests and deterring its adversaries.
