The rise of SIM-swap frauds, fake identities, and misuse of bulk SIM cards for scams has forced regulators to tighten telecom security. By enforcing SIM card KYC verification rules, the government ensures that every mobile number is linked to a verified identity. This helps in:

Key SIM Card KYC Verification Rules

Here are the most important updates that every mobile user must know:

1. Digital-Only KYC

Paper-based verification is no longer accepted. Telecom operators must verify customers digitally using Aadhaar-based QR scanning, biometric authentication, or government-approved e-KYC platforms.

2. Maximum SIMs Allowed

  • Up to 9 SIM cards per person across India

  • Up to 6 SIM cards in sensitive regions like Jammu & Kashmir, Assam, and the North-East

3. KYC for SIM Replacement

If you lose your SIM or request a replacement, you must undergo complete KYC again. A 24-hour cooling period will apply before SMS services are activated to reduce the risk of SIM-swap scams.

4. Business & Bulk SIM Cards

Organizations and companies must use the “Business Connection” framework, where every SIM card must undergo KYC, and the firm must appoint an authorized representative.

5. Dealer & Retailer Verification

Only verified and registered dealers can sell SIM cards. Unauthorized agents can be blacklisted and fined if found selling unverified SIMs.

6. Number Reuse Restriction

A disconnected SIM number cannot be reissued to another customer for 90 days, ensuring privacy and preventing misuse of the previous owner’s data
