Yet a central pillar of China’s maritime strategy—the creation of artificial islands and heavily fortified outposts across the South China Sea—raises a fundamental question: do these “unsinkable aircraft carriers” enhance China’s blue-water reach, or do they tether the PLAN to a defensive posture that undermines true global naval projection?

The Artificial Island Strategy

Since 2013, China has built and militarized more than a dozen artificial islands in the Spratly and Paracel chains. These bases bristle with long runways, hangars, anti-ship and anti-air missile systems, and advanced radar installations. By extending Chinese control deep into contested waters, they serve several key functions:

  • Power projection: The islands provide forward operating bases for surveillance aircraft, fighter jets, and surface ships.

  • Anti-access/area denial (A2/AD): Long-range missile batteries can complicate U.S. and allied freedom of maneuver.

In Beijing’s eyes, the islands strengthen maritime security and cement China’s regional dominance. But the very features that make them formidable in peacetime may also reveal their limitations in wartime.

Strengthening the Coast, Not the Open Sea

China’s naval doctrine has long emphasized “near-seas defense” before “far-seas protection.” The artificial islands are an extension of this approach: static fortresses designed to hold territory and deny adversaries entry.

Yet blue-water power projection requires something different: mobility, flexibility, and sustainment at range. By investing heavily in island fortifications, Beijing risks anchoring its navy to a strategy of static defense rather than expeditionary reach.

  • Static vs. dynamic: An island can’t maneuver like a carrier strike group or a submarine flotilla. Its location is fixed, making it predictable and targetable.

  • Defensive posture: These outposts primarily enhance China’s ability to defend its immediate maritime periphery, not to project power across the Indian Ocean or into the central Pacific.

  • Overreliance risk: Heavy dependence on island bases may signal that China does not yet trust the PLAN to operate independently far from its coast.

The Vulnerability Problem

In a high-intensity conflict, China’s island strategy faces a harsh reality: artificial islands are exposed targets.

  • Missile vulnerability: U.S. and allied forces could strike island bases with long-range precision missiles, neutralizing them early in a war. Their static nature makes them easier to hit than mobile fleets.

  • Submarine and drone threats: Bases are susceptible to surveillance and strike from undersea platforms and long-endurance drones that bypass surface defenses.

  • Sustainment challenges: Supplying these outposts in wartime would be difficult. Blockades or interdictions could isolate island garrisons, rendering them militarily irrelevant.

  • Escalation dilemma: Beijing may hesitate to heavily militarize the islands in a crisis for fear of inviting preemptive strikes.

Thus, while the islands complicate U.S. operations in the South China Sea, they also risk becoming liabilities—trapped assets that absorb resources without offering decisive wartime advantage.

Carriers vs. Islands: Competing Symbols of Power

China’s artificial islands are often called “unsinkable aircraft carriers.” But when compared to actual carriers, their weaknesses are stark.

  • Mobility gap: U.S. supercarriers can reposition rapidly, evade missile arcs, and launch strikes worldwide. Islands cannot move an inch.

  • Sustainment gap: Carriers bring their own logistical support; islands require constant resupply.

  • Survivability gap: While carriers are high-value targets, their defenses and mobility make them elusive. Islands are fixed bullseyes.

Ironically, China’s reliance on islands underscores its naval immaturity. Instead of projecting expeditionary strength, Beijing leans on static defenses to compensate for limited experience in blue-water logistics, carrier aviation, and overseas basing.

Regional and Global Trade-Offs

China’s island-building strengthens its immediate hand in the South China Sea, intimidating Southeast Asian neighbors and complicating U.S. patrols. But this very reliance may constrain its long-term global ambitions:

  • Regional entrenchment: Beijing risks being viewed as a regional hegemon obsessed with territorial control rather than a cooperative global power.

  • Resource drain: Defending islands ties down ships, aircraft, and personnel that might otherwise extend Chinese reach into the Indian Ocean or beyond.

  • Diplomatic costs: Militarized islands fuel regional distrust and U.S.-led coalition building, potentially encircling China with counterbalancing forces.

In effect, the islands expand Chinese power locally but may undermine its ability to transition into a truly global navy.

The Bigger Picture: Blue-Water Dreams vs. Near-Seas Reality

China’s long-term ambition is clear: to build a blue-water navy capable of protecting sea lanes, securing overseas interests, and challenging U.S. primacy. The PLAN’s new aircraft carriers, Type 055 destroyers, and expanding submarine fleet all point in that direction.

Yet reliance on artificial islands and coastal A2/AD systems suggests China is still in transition. It remains more comfortable defending its front yard than projecting power across the world’s oceans. Until China develops a robust overseas basing network, logistical infrastructure, and operational experience, its naval power will be regionally formidable but globally constrained.

Conclusion: Anchored Ambitions

China’s artificial islands are impressive engineering feats and potent political symbols. They strengthen Beijing’s grip on the South China Sea and complicate U.S. operations in the region. But they are also static, vulnerable, and ultimately defensive in nature.

Rather than enabling true blue-water power projection, these outposts may tether China’s navy to its near seas, creating a paradox: the harder Beijing clings to its artificial fortresses, the more it risks limiting the very global reach it seeks.

For now, China’s naval expansion is caught between two worlds—anchored in coastal fortifications while aspiring to ocean-spanning influence. Whether it can bridge that gap will determine if the PLAN evolves into a genuine blue-water navy or remains, despite its size, a regional force with global pretensions.
